Government networks are usually built and run by an integrator. The bundle still leaves.

Government data centres and networks are typically built and operated by a system integrator on the owner's behalf, so the vendor case is often opened by the integrator rather than the owner. LogVeil is being built so that the release decision stays with the owner whoever runs the job: the policy is the owner's, the key is the owner's, the bundle is rewritten inside the owner's network, and the attestation is the signed record of what was done and what is not asserted.
